The first in the country | All-round health park!

The world is facing a rising population aging index. What is the countermeasure for urban planning? URBANET GROUP assisted Pingtung County to propose a "Health Industrial Park".

The sports park has been transformed into a health industry park. Passing through the Linluo Interchange of National Highway No. 3, you will find a construction fence with heavy equipment in full swing. The former Pingtung County Sports Park two years ago will soon become a health industrial park that provides long-term medical care services.

Challenge: Medical resources are more important in the north than in the south, and the opportunities for medical treatment are few and uneven

Taiwan's medical institutions are divided into four levels: "Medical Center", "Regional Hospital", "District Hospital" and "Grassroots Clinic". The treatment and care of acute and severe patients often rely on higher-level medical institutions.

In Pingtung County, because the population distribution is concentrated in Pingtung City, medical resources tend to be heavy in the north and light in the south, or rely on medical resources in Kaohsiung City.

According to statistics from the Pingtung County Health Bureau, Pingtung County receives about 320,000 emergency visits each year, of which about 2% (6,400 people) need to be referred for medical treatment across districts, and referrals to Kaohsiung or other counties and cities account for another 70%.

In Pingtung County, where the terrain is long and narrow, the cost of medical transportation and time increases, while also increasing the risk of patients and the risk of death.

Concept: no longer just a hospital, relieve the pressure of diagnosis and treatment

In order to reduce the problem of cross-district medical care, the Pingtung County Government entrusted URBANET GROUP to start planning and developing a health industry park in the Pingtung County Sports Park, which was originally inefficiently used.

Referring to cases such as "Woodlands Health Campus in Singapore" and "Happy Village in Kobe, Japan", the company introduced medical care, long-term care, catering, entertainment and leisure, and information communication into the park.

Breaking the stereotype of the serious atmosphere in the past medical campus, allowing medical patients and their families to face diagnosis, treatment and companionship in a more relaxed mood.

Innovation: the first medical park, and formulating various land uses and usage regulations for medical service parks

Our country has been applying for the establishment of "industrial parks" in accordance with the Industrial Innovation Regulations for a long time, but in the past, the sub-law "Industrial Park Various Land Uses and Use Regulations" was used as an industrial zone. In the process, there is no applicable sub-law for the "medical industry". Considering that the health industry has entered a new era that urgently needs horizontal integration of medical and long-term care resources, in order to encourage the private sector to actively participate in the medical service industry, URBANET GROUP assisted the county government to actively Struggling with the central government, the Ministry of Health and Welfare and the Bureau of Industry of the Ministry of Economic Affairs jointly formulated the "Measures for the Regulation of Various Land Uses and Utilization of Medical Service Parks" as the source of law for the development of the park, making the "Pingtung Health Industrial Park" the first in Taiwan The "Medical Industrial Park" established in accordance with the "Industrial Innovation Regulations".

Planning: Complete the application for the establishment of the industrial park under the conditions of the industrial demand and land change laws and regulations

This park is located on non-urban land. In addition to applying to the Industry Bureau of the Ministry of Economic Affairs and the Ministry of Health and Welfare in accordance with the Industrial Innovation Regulations and its sub-statutes, it also needs to apply to the Ministry of the Interior and the South District Water Resources Department of the Water Resources Department in accordance with the review process for non-urban land development permits. District, Pingtung County Environmental Protection Bureau, Water Conservancy Department and other units, submitted including development plan, water use plan, environmental impact assessment statement and drainage plan, etc., and finally went through the Regional Planning Committee of the Ministry of the Interior twice. Discussion and 1 meeting review, obtain development permit and complete the park setting.

Vision: In 2025, the health industry will be upgraded again, and the health industry park will be realized

At the ground-breaking ceremony of the park in November 2011, the county magistrate of Pingtung expressed his deep feeling that Pingtung’s long-term medical resources are insufficient, and emergency and severe cases, obstetrics and gynecology medical care are often sought across districts, which lacks protection. Through the first industrial innovation regulations in the country, private medical resources were introduced to jointly develop The "medical" industrial park in the city will gradually implement medical equality.

In the future, the park will be provided by the E-Da Medical Foundation legal person. The development process will be divided into two phases. The first phase will include a medical building, a postpartum care home and a dormitory building. Medicine, etc. In addition to providing acute general hospital beds with 495 beds, special wards with 200 beds, and residential long-term care institutions with 264 beds, it will also introduce multiple services such as leisure and entertainment according to the needs of long-term medical care. The estimated total investment is about 20 billion yuan , adding approximately 3,000 job opportunities, and is expected to be completed and put into operation in 2025.
