In response to climate change and the trend of digital transformation, creating a low-carbon and friendly transportation environment is a key element for sustainable urban development. CityTech Corporation has successfully assisted the Tainan City Government in implementing the "Tainan Smart Roadside Parking Billing System BOT Project." This project received recognition with the Outstanding Award for Government Agencies and Teams at the 18th Golden Thumb Awards, the Excellent Award for Consultant Organizations and Teams, and the Excellent Award for Private Operation Teams at the 19th Golden Thumb Awards.

Visitors to downtown Tainan will notice the installation of innovative smart parking poles in various areas such as the Tainan City Government Center, Tainan High-Speed Rail Station, and emerging redevelopment zones. Citizens can use diverse mobile payment methods and digital platforms to locate their parked vehicles, which has become part of their daily convenient life. Since its implementation, the smart parking system has received positive evaluations from citizens, with up to an 80% satisfaction rate regarding the system's operation and payment methods.




Challenge: Maximizing the efficiency of parking spaces in areas with diverse cultural and culinary scenes.

Due to Tainan's long history, the urban roads are closely surrounded by historic sites and residential areas, resulting in limited parking spaces. To provide more friendly, convenient, and innovative public transportation services to citizens, the Tainan City Government actively collaborated with industry, government, and academia to explore the feasibility of integrating roadside parking fees with smart technologies. In 2017, the Tainan City Government entrusted CityTech Consulting Company to assist in the evaluation, planning, execution, and performance management of the "Tainan Smart Roadside Parking Billing System BOT Project." Our team addressed the following key issues and developed core strategies for investment and operation:

  • Difficulty in finding parking spaces and reducing search time

  • Insufficient manpower for parking fee collection and lowering administrative costs

  • Inefficient parking payment processes and the need for diverse payment channels

  • Lack of a smart parking data platform and the need to enhance analytical decision-making efficiency

  • This project is the first of its kind in Taiwan to promote the participation of the private sector in a smart roadside parking initiative. As there are no precedents for relevant investment and operation documents, we face the challenge of establishing the most suitable investment and management mechanisms for long-term success.


Concept: actively create a green and friendly transportation environment through digital transformation and sustainable management

  • This case is the "first in the country" to promote participation in smart parking, setting up the "largest" 2,000-seat smart parking poles. Through a complete study and analysis of smart roadside parking technology, software and hardware and other emerging specifications, it assists cross-agency coordination of construction and land acquisition, allowing the public The organization successfully completed the construction and operation of smart parking poles.

  • Promote "smart and innovative public services" and use multiple digital technologies to drive industrial development. Continuing the excellent results of the first phase of the "Tainan City Smart On-street Parking Billing System BOT Project", the Tainan City Government has continued to promote the "Smart On-street Parking BOT Project Phase II", and it is expected to continue to build and complete 2,000 smart parking spaces by the end of 2012 All grids will adopt a new generation of smart parking poles, combined with upgraded services such as electric vehicle charging, environmental monitoring, and information boards.
